3. Measures taken

Semantic HTML: We use semantic HTML elements (header, nav, main, article, footer, headings, lists, and so on) to structure content logically and ensure that assistive technologies can understand and navigate the page layout.
Keyboard operability: All interactive elements and functions can be accessed and operated using the keyboard alone. Visitors are not required to use a mouse or other pointing device.
Visible focus indicators: We provide clear and visible focus indicators so that keyboard users can see which element currently has focus. Focus indicators meet minimum contrast requirements.

Text alternatives for images: All images carry appropriate alt text that describes their purpose or content. Decorative images are marked as such to assistive technologies.
Content without JavaScript: The core content and navigation of the website remain accessible even if JavaScript is disabled or fails to load. Essential functions do not depend on JavaScript.
Respect for motion preferences: We respect the prefers-reduced-motion setting. Animations and transitions are disabled for users who have set this preference in their operating system.
Touch target sizing: Interactive elements are sized and spaced to be easily selectable on touch devices, meeting a minimum touch target size suitable for mobile users.
No colour alone: Information is never conveyed by colour alone. Text labels, patterns, or icons accompany colour to ensure that colour-blind users receive the same information as others.
4. Technical specifications
The website is built using HTML5, CSS3, and JavaScript. We use semantic HTML and WAI-ARIA (Accessible Rich Internet Applications) attributes where appropriate to enhance the accessibility of dynamic content and complex user interface components. We avoid ARIA where semantic HTML is sufficient, following the principle of progressive enhancement.
5. Known limitations
We are transparent about areas where the website may not yet be fully accessible:
Some PDF documents or downloadable files may not be fully accessible. We are working to ensure that all published documents meet accessibility standards or provide accessible alternatives.
Third-party embedded content (such as maps or videos from external platforms) may not always meet our accessibility standards, as we do not control their code. Where third-party content is present, we provide text alternatives or links to accessible sources where possible.
Older browser versions may not support all accessibility features. We test primarily on modern browsers; visitors using very old browser versions may experience reduced accessibility.
Some complex data tables may require additional context or description to be fully understandable to screen reader users. We continue to review and improve table markup.
Video content may not always include captions or transcripts at the time of publication. We are working to add captions and transcripts to all video content.

This accessibility statement is based on a self-evaluation conducted by APEC LLC during the development and ongoing maintenance of the website. We have reviewed the website against WCAG 2.2 Level AA criteria. We have not engaged a third-party auditor to verify conformance. Our self-evaluation is performed regularly as content is added or updated.
